April 2026
By: Rachel Hawthorne, Sara Velazquez, Fang Peng, Carmen Hall, John Newburn
Description
This technical report provides a comprehensive overview of the Spanish MAP Reading Fluency assessment, an adaptive, group-administered tool designed to evaluate and support early literacy development for Pre-K through grade 4 students. The report details the assessmentās design framework, grounded in the Simple View of Reading, and explains how it measures both foundational reading skills (such as phonological awareness, phonics, and language comprehension) and oral reading fluency, including accuracy, rate, and comprehension.
It describes the structure of the assessment, including adaptive routing between foundational skills and passage reading, as well as the development of item pools and test forms tailored to Spanish language learning and biliteracy contexts.

This is the technical appendix for the NWEA research brief titled, āBehind at the Starting Line,ā which examines Kindergarten test scores from more than 400,000 U.S. students and noting patterns that can predict academic success or identify students at risk of falling further behind. This early identification is key for educators, enabling them to intervene and influence learning trajectories before the next critical milestone: third grade.
