Samantha Mullins is the founder and CEO of MTSS by Design, where she partners with district and school leadership teams to design and implement coherent, sustainable multi-tiered systems of support (MTSS) across K–12 systems. An internationally recognized MTSS strategist and education consultant, she works alongside leaders to strengthen Tier 1 instruction and bring assessment, intervention, enrichment, and professional learning into a unified system rather than a collection of disconnected initiatives. Her work centers on system design, leadership decision making, and change management that create clarity, coherence, and expanded opportunity for all learners at scale. She supports leadership teams in moving from vision to implementation by reducing fragmentation and building durable instructional systems designed to evolve and endure over time. This focus on practical, system level design is also reflected in her upcoming book, developed in partnership with ASCD + ISTE, which translates complex MTSS work into clear, actionable guidance for district and school leaders committed to building coherent systems that work for every learner.Posts by author
